In this cartoon, artist Thomas Nast moves beyond presenting Republican presidential nominee James Blaine as seeking public money to drawing him as a bag of public money itself. Nast pastes together quotes from the Mulligan letters, reminding voters of Blaine's railroad scandal, to create an open letter to the American public. The vague phrases seem to promise Americans an effective president, but the image reveals who the nominee expects will reap the rewards of office. The signature "P.
