This cartoon accuses Democrats of engaging in vote fraud; in this case, grants
of citizenship prior to the end of the legally required waiting period, and repeat voting. The new recruit is of course a working-class Irish-American, who could be working for money (offered by the figure second from the left?), alcohol (note the whiskey bottle), patronage, or other benefits.
