Complete HarpWeek Explanation:
Published in the last issue of Judge before the presidential election, this cartoon dramatically showcases the issue of trade policy. It turns the biblical prediction of a peaceful world when the lion will lie down with the lamb into a deadly scene in which the “English Free Trade” lion eats the “American Industries” lamb. Republicans equated the Democratic call for tariff reform with free trade (or the elimination of all trade duties), even though most tariff reformers only wanted to lower tariffs and end the unequal protection of certain industries over others. The image plays on fears that tariff reform (or free trade) would allow the economic giant of Great Britain to flood the newly industrializing United States with cheaper products, thereby forcing the closure of American factories and the loss of American jobs. Democratic presidential nominee Grover Cleveland is shown in this cartoon to be complicit in that outcome.
